Arbutus Centre Phase I is one of the largest redevelopment projects in the history of Vancouver's Westside, transforming a seven-acre site into a vibrant mixed-use community while keeping a portion of the original mall in operation throughout construction. Block A delivers 215 residential units above ground-floor retail, restaurant, and office space anchored by an expanded Safeway, BMO branch, and local tenants. Central to the project is xwƛ̓əpicən ("the hollow"), an eight-storey affordable housing building named by the Musqueam First Nation, providing 125 below-market homes including shelter rate units, affordable rentals, and housing for women who are single parents.
Delivering a project of this scale and complexity required precise phasing, proactive stakeholder coordination, and a relentless focus on keeping tenants operational. Urban One managed concurrent residential and retail construction through carefully planned phasing, including a modular relocation solution for BMO that avoided any business downtime. Civil infrastructure was fully upgraded without shutting down active mall operations, and early procurement strategies kept the schedule on track through supply chain pressures. Cost-saving measures identified through constructability reviews returned over $185,000 in savings without compromising quality or program.
